Update and restart of ReimbursementService service

API 0401 - ReimbursementService - will update the statsbudsjettet (Endringer vedtatt i statsbudsjettet).

The ReimbursementService needs to be restarted for this to come into effect.

Minor instability and service disruption will occur in ReimbursementService during the restart

Other APIs in Eik will not be impacted.
